Well, yes. As well as the less smutty emotional reconciliations and planning. I do think it's partially for speculation - in the same way they left a lot of what Lelouch did as Emperor off-screen, so he can be as horrible as fans decide.
I also think it's partially that they wanted to (to use a TVTropes reference) go for the Unspoken Plan Guarantee. They didn't show us them working things out, because that'd ruin the surprise of the final episode. Which means that while there are enough hints that the two have worked things out, the exact details remain ambiguous.
My current bit of speculation is that, if the Suzaku-looking guy in the prequel manga does end up being Suzaku's ancestor, then we might get it by implication that way. This is highly speculative of course, but it's one reason to at least check out the inital premise of the manga (Beyond C.C. and Geass-world history).
