Though, with a bit of time to consider, I guess you could devote the first movie to the infiltration of the ministry. Then at the end the trio has to run and hide -- then in the second movie we've skipped most of those months of doing nothing, and we can go back to the rest of the Horcrux hunt and the battle of Hogwarts.
